In the last few years I've rented it for the school at least six times. I like the idea of having what I would call a really nice space. Carpeted is a lot better than a concrete surface or a gym space for some of the events that we have .... " she said, citing .the kitchen, sound system, and good acoustics as among that features the district appreciates. Mayor Upton noted, for those in attendance, that a current draft plan has the chamber of commerce occu- pying the building's east and south, city hall in the building's east side, and the police depart- ment occupying the west. Councilmember Watt seemed amenable to keeping the carpeted area mentioned by Stephens, saying it was the area most often rented. Replicating the conference area elsewhere in the building was discussed, though acoustics were a matter of concern. Deputy Clerk Millar recalled that the building's gym flooring is its most expensive feature and that she would hate to see any plan that compromised it. The gym space is often used by local church groups and youth, she said, and she wondered about the possibility of some kind of rollout flooring that might facilitate multiple use. Upton said that he appreci- ated everyone's input and that a walk through between town officials and the contractor will be arranged in order to gain further ideas, options and cost figures. In response to a couple of questions and statements from members of the public, Upton explained the town is "trying to get ahead of the game, trying to get where [we] can keep a balanced budget, to where [our] reserves aren't depleting." "It's going to take some thinking and planning to be able to do that," he continued. "It's just not looking good, funding wise, from the state." Another workshop to address the issue was sched- uled for 6:30 p.m. before the council's next regular meeting on Dec. 8. I0 meeting of the Upton Town Council included the following • Cort Cundy of C.W. Waste appeared before the council to report that his waste collection service has only encountered a few issues surrounding the use of the city's new garbage cans and new solid waste collection rules. He said he believes that existing city ordi- nances already address most of the issues, and he and City Superintendent Mark Lindstrom have discussed putting stickers on cans in order to communicate to those in non-compliance :" why their garbage isn't being picked up. Cundy said he would continue to look into recycling options for the town if that's the council's will. and Mayor Upton requested he pursue the issue. "Recycling's not free, unfortunately," Cundy observed. The establishment of a fee structure for the pickup of a second garbage can was also discussed. Mayor Upton later stated he will work with city officials to come up with a specific figure for those individuals seeking collection of a second can to be presented to the council next month. • Per Upton Economic Development Board Director Ray Norris' request, the council voted to authorize a resolution in support of the grant application for themulti-use structure planned for Upton City Park. Norris reported the grant writer is nearly halfway complete and hoped to have it finished by the December deadline. • A hearing was held regarding the town's proposed vacation of portions of Cedar Street. No comment or objection was heard from the public. A vote on the matter is planned for the council's December meeting. It was determined that two councilmembers will abstain from any vote taken due to a conflict of interest stemming from owning property on the street. • The Upton Police Department reported three calls related to domestic disputes, two to assault and battery, and ten to instances of dogs-at-large last month. • Upton Volunteer Fire Department Chief John Strong reported he will be able to obtain a 1992 firetruck from the state for under $2,000. Strong cautioned it will not be able to function as the department's main engine but will help out in the interim until grants and matching funds can be obtained for the purchase of a better truck. He said he believes the vehicle might be delivered this week. • Mark Lindstrom reported to the council that the town's current abatement push is going fairly well with a couple of homes scheduled to be taken down before the end of the year and a number of people getting in touch to inform the town about their property cleanup plans.
