PUBLIC NOTICE Pursuant to the Wyoming Administrative Procedure Act and the Worning Public Service Commission’s (Commission) Rules, the Commission hereby gives ntice of Powder River Energy Cbrporation’s (PRECorp or the Cooperative) Application for authoritth increase its Cost of Power Adjustment by per annum, effective January to reflet a change in the average wholesale power costs. PRECorp is a non-profit cooperative public utility as defined in Wp. Stat. § 37—1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § On October 22, PRECorp submitted its Application seeking:ommission approval to adjust its total Cost of Power Adjustment (COPA) factors, which will asult in a net change in the Cooperative’s revenues of per annum, effective January 1, pursuant to Commission Rule Chapter Section 26, and in accordance with the COPA procdures set forth in the Cooperative’s Billing Adjustments Tariff. The COPA is a mechanism)y which the Cooperative recovers and/or returns changes in its’ wholesale power cost relativrto the amount of power cost embedded in- base retail rates. The Cooperative’s Application outline the proposed COPA factors, which reflect the projected cost of power for January through Deceroer using projected billing units for the period and the applicable wholesale rates from Basin Eactric Power Cooperative (Basin), the Cooperative’s wholesale power supplier. Basin’s rates as subject to the Federal Energy Regulatory Commission’s (FERC) approval but are not proposed to hange on January 1, In the event FERC makes any adjustments to Basin’s filed rates, PREOrp proposes to address these alterations by reflecting the changes in its balancing account. Additinally, the proposed COPA factors reflect the reconciliation of the COPA revenue for the monthsof October through September and the accrual of interest on any over-recovered alances during the true-up period. The Company states its WIR includes six categories of prvjects: Data Infrastructure Improvement Program; At-Risk Meter Relocation and Yard Line Replrcement Program; Span and Exposed Pipe Replacement Program; Problematic Pipe Replacemeh Program; Transmission Integrity Projects; and Storage Integrity Projects. The Company state the projects included in the WIR filing were necessary integrity projects that improve the se’ety and reliability of the system for all customers. ‘ The Company states its proposed WIR Rates include: the cots of qualifying projects completed and in service or expected to be in service between Marc 1, and December 31, which includes historical costs through September 30, ad forecasted costs for October through December a true-up to actual investment costs and reited revenue requirement from the amount in the previous year’s WIR rate; and a true-up of the reveue collected from customers to the amount reflecting the prior year’s trued-up investment. Parn Gualtieri moved, seconded Michael Alexander to hire Jason Barker and Lance Reibel as police officers at per hour, one- year probation pending passing all background checks and medical/psychological evaluations. MOTION CARRIED. Both individuals will have to attend the 14-week Academy training. City Clerk/Treasurer Greg James reported the audit is in progress, but there will be no on-site visits this year. The City Office is still closed to the public and will remain so for a period.
