PUBLIC NOTICE
Pursuant to the Wyoming Administrative
Procedure Act and the Wyoming Public Service
Commission’s (Commission) Rules, notice is
hereby given of the Joint Application of Cheyenne
Light, Fuel and Power Company (CLFP), Black
Hills Northwest Wyoming Gas Utility Company
LLC d/b/a Black Hills Energy (BHE), and Black
Hills Power, Inc. (BHP)(collectively the Joint
Applicants or the Companies), for approval of a
Cost of Service Gas Agreement and other relief.
CLFP provides electric and natural gas ser—
vice to customers in Cheyenne and is a wholly-
owned subsidiary of Black Hills Corporation
(BHC). BHE provides natural gas service to
customers in and around the cities of Cody,
Meeteetse and Ralston, Wyoming and is a
wholly-owned subsidiary of CLFP. BHP provides
electric service to customers in and around the
cities of Newcastle and Upton, Wyoming and is
a wholly-owned subsidiary of BHC. Black Hills,
Utility Holdings, Inc. (BHUH) is a wholly-owned
subsidiary of BHC and provides services and
support to CLFP, BHE and BHP. CLFP, BHE and
BHP are public utilities as defined in W.S. § 37—1-
101(a)(vi)(C) and (D), subject to the Commission’s
jurisdiction pursuant to W.S, § 372-112.
On September 30, 2015, the Joint Applicants
filed a Joint Application requesting approval of
a Cost of Service Gas Agreement and other
relief. Speqifically, the Companies request the
Commission issue an order: [i] authorizing the
Applicants to enter into a Cost of Service Gas
Hedge Agreement (the COSG Agreement) with
BHUH; [ii] approving revised tariff sheets and
authorizing the recovery of amounts incurred
under the COSG Agreement from customers
through the Applicants’ proposed revised tariffs;
[iii] approving a 50% hedge-participating level
based on the Applicants’ forecast annual firm
gas demand or, in the alternative, a revised per-
centage that the Commission may determine;
and [iv] to the extent necessary, granting any
waivers (including from affiliate rules or regula-
tions or ring-fencing commitments), conditions,
approvals, or such other and further relief as the
Commission deems necessary or applicable.
If approved, the requested COSG Agreement
will cause the Joint Applicants’ utility customers
to participate in and pay for certain purchase
and production costs for gas reserves acquired
through a wholly-owned, to-be-established sub—
sidiary, under acquisition criteria established by
the Commission. The COSG Agreement is meant
to protect customers against forecasted long-
term increases in the price of gas through the
purchase of gas reserves.
This is not a complete description of the
Joint Application. The Joint Application is on file
with the Commission at its offices in Cheyenne,
Wyoming, at CLFP’s offices in Cheyenne,
Wyoming, BHP’s offices in Newcastle, Wyoming,
and BHE's offices in Cody, Wyoming and may be
inspected by any interested person during regular
business hours.
Anyone desiring to file a statement, interven-
tion, protest, or a request for a public hearing
in this matter must so file, in writing, with the
Commission on or before November 12, 2015.
The petition shall set forth the grounds of the
proposed intervention or request for hearing, and
the position and interest of the petitioner in this
proceeding.

NOTICE OF COMPLETION AND FINAL
ACCEPTANCE
In accordance with the provisions of para-
graph 16-6-116, Title 16, Chapter 6, Wyoming
Statutes, 1982 Republished Edition, Notice is
hereby given that J.W. Services, LLC, 519 State
Highway 116, Sundance, Wyoming, 82729, as
Contractor, has completed the Weston County
Commission’s Mallo Camp Water System
Improvements project in accordance with all
plans and specifications.
In accordance with the provisions of para-
graph 15-1—113(h) all persons having claims for
labor and materials furnished the contractor shall
present them to the Weston County Commission
prior to the date specified for final payment.
Final inspection and acceptance thereof hav—
ing been made, final payment is now due the
Contractor in accordance with the terms of the
contract.
Said final payment will be made on November
25th, 2015, said date being the 41st day after the
first publication of the notice.

PUBLIC NOTICE
In accordance with the provisionsfi the
Wyoming Environmental Quality Act nd Chapter
1, Section 2(j) of the Solid Waste Ruls and
Regulations (SWRR), the Central Weton County
Solid Waste Disposal District (CWCSVDD) has
submitted a SWRR Chapter 6 low haard and low
volume (LH/LV) permit application fora new solid
waste management facility called theDWCSWDD
LH/LV Municipal Solid Waste TransfeStation.
The approximate 5-acre proposedacility is
located in Osage, Wyoming. More spcifically,
this facility is located in Section 16, Twnship
46 North, Range 63, Sixth Principal lieridian,
Weston County, Wyoming. The estimted daily
acceptance rate is 50 cubic yards or ass per day.
The life of this facility is indefinite.
The Department of Environmental
Quality, Solid and Hazardous Waste livision
(Department) has reviewed the new permit
application and determined that it is gener-
ally complete and suitable for publicaion. The
Department's SWRR, in Chapter 1, Section 2 j)(iii)
(A), require that the applicant must pnvide public
notice that a proposed permit has bem issued ,
and inform the public that there is an )pportunity
to file comments on the proposed pemit before it
is issued in final form. The notice is aso required
to indicate that the public may file formal written
objections to issuance of a final permit. This pub-
lication provides notice of those opportunities.
Copies of the new permit application the
Department‘s review of the application, and
the proposed permit can be viewed at the
Department '3 Casper office located at 152 North
Durbin Street, Suite 100, Casper, Wyoming,
8260i.
Any interested person has the right to either:
provide comments on the proposed permit, which
the Department will consider prior to taking final
action on the permit application, or file formal
written objections to the proposed permit. The
period for providing comments, or filing formal
written objections to the proposed permit, shall
begin on October 8, 2015 and end on November
15, 2015 Any comments or formal written objec-
tions must be received by 5:00 PM on the last
day of the notice period. Comments or formal
objections must be submitted in writing to the
Department of Environmental Quality,Todd Parfitt,
Director, 122 West 25th Street, Cheyenne, WY
82002. Formal written objections must be accom-
panied by a statement of the facts upon which the
objection is based. If substantial written objec-
tions are filed, a contested case hearing will be
held by the Environmental Quality Council.
