MINUTES
MONDAY, OCTOBER 5, 2015
Mayor James called the regular meeting Of
Monday, October 5, 2015 to order at 7:00 pm.
In attendance were: Mayor James, Roger Hespe,
Linda Hunt, Don Steveson, Steve Ladwig, Kara-
Sweet, and Todd Quigley. Absent: None. Also
present Department Heads: Deputy City Clerk/
Treasurer Mills, Police Chief Owens, Engineer
Robert Hartley and City Attorney Jim Peck.
Absent: Charita Brunner
APPROVAL OF AGENDA: Linda Hunt moved
and Roger Hespe seconded to approve the
Agenda for Monday, October 5, 2015. MOTION
CARRIED.
APPROVAL OF MINUTES: Don Steveson
moved and Linda Hunt seconded to approve the
Minutes for the September 21, 2015, Regular
Meeting. MOTION CARRIED.
NOMINATIONS FOR RECOGNITION: Linda
Hunt nominated Cross Roads Cantina for tak-
ing a risk in our community, and Kara Sweet
nominated Lindsey Steber for her purchase of a
foreclosure and redoing the interior and exterior
of the home.
CERTIFICATES OF RECOGNITION: Mayor
James presented a Certificate of Appreciation
to Babe and Brenda Johnson for the construc-
tion Of new garage, and read a Certificate of
Appreciation for Kaylee Harley on her new busi-
ness who was nOt present to accept.

CITIZEN'S BUSINESS VERBAL — 1.
John Oleynik was present to give his 3 month
report for Northern Wyoming Mental Health.
He thanked the City of Newcastle for their
financial support. Mental Health has appoint-
ed a new executive director, Paul Dimple.
2. Dick and Bonnie Rich were present to report
on the Show and Shine Car Show, a great suc-
cess and thanked the officer for their coopera-
tion. 3. Bruce Perkins asked for extended hours
October 31 at 10 pm. to November 1 at 10 pm.

Hunt seconded to approve. MOTION CARRIED.

NOTICE OF BUDGET AMENDMENT
Notice is hereby given that the Board of
Weston County Commissioners proposes to
amend the county budget for the Fiscal Year 2016
in the following particulars:
Increase the General Fund portion Of the bud-
get by $2,597,543.00 because of an unanticipated
grant amendment from the Wyoming Department
of Transponation/Aeronautics Division, for the
Mondell Airport Runway Rehabilitation Runway
Lighting Project and allocate the monies to
expenditure account 30000400256000.0000.
Notice is further given that this unanticipated
budget matter will be considered and acted upon
by the Board of County Commissioners at a
meeting on October 20, 2015 at 10:00 am.

MAYOR/COUNCIL REPORTS: 1. None
DEPARTMENT HEAD REPORTS:
City Attorney Jim Peck 1 reported on
the sale of the City lot 13 in the Elk Mountain
Subdivision. 2. The agreement for E-911 equip-
ment may have some issues, before he reports
he will call Grabar.
City Engineer Robert Hartley — 1. Crews are
continuing tO work on East and West Wolcott get-
ting the street ready for paving.
2. Morrissey Road is in need of repair at the
entrance, two twelve foot pipes, flared ends,
have come apart which caused debris to collect
underneath and now bank of road is eroding. 3.
In Cheyenne for a SLIB meeting, to get money
for the water project, which will cost $920,000.
Wyoming Water Development will fund $616,400
and the match from the City will be $303,600.
The City’s total request from the State Revolving
Fund was $303,600 which the city asked for
50% forgiveness. $151,800 will be funded by a
grant, so the City’s total cost for this project will
be $151, 800. 4. There is a sanitation commit-
tee meeting at 4 pm. Tuesday, Oct 6, 2015 in the
City council chambers.
City CIerk/Treasurer— 1. Reminded all council
members of the LGLP board openings.
Police Chief Jim Owens 1. New car is at
Voelkers getting decals, and will be ready for the
streets. 2. Officer Vaughn permanent post certi-
fication at advance level, and requested a $1.00
raise. Kara Sweet moved and Roger Hespe sec-
onded to approve the raise. MOTION CARRIED.
3. Requested permission to advertise the sale
of two Crown Victorias. Linda Hunt moved and
Steven Ladwig seconded to give permission for
the advertising. MOTION CARRIED.
Linda Hunt moved and Kara Sweet seconded
to pay claims dated October 5, 2015. MOTION
CARRIED.
Don Steveson moved and Roger Hespe
seconded tO adjourn the meeting at 7:45pm.

said Van Ewing Construction for or on account of
the furnishing of labor, materials, team hire, sus-
tenance, provision, provender or other suppliers
used or consumed by such Contractor or any of
the subcontractors in or about the performance of
said work, may at any time upon to and including
said time of such final settlement on said 14th day
of October, 2015 file a verified statement of the

LEGAL NOTICE
INVITATION TO BID
The Weston Count Fairgrounds will receive
sealed bids in the Weston County Fairgrounds
office, 24 Fairgrounds Road, Newcastle Wyoming
82701 Attn. Randee Davies Until 6:30pm
November 10, 2015. At which time they will be
publicly Opened and read for Remodel of the
Youth Exhibit Building.
Bids will be received for the scope of a
remodel not limited to Misc. Rough Carpentry
and sheathing, Selective demolition, Overhead
doors, HVAC, Electrical, and food service equip-
ment.
The project is a Wyoming public works proj-
ect, and Is subject to applicable resident pref-
erence and other laws of Wyoming Including,
Chapter 6, Title 16 Wyoming statues. Preference“i -'
will be given to Wyoming resident bidder and
preference is hereby given to material, supplies,
equipment machinery and provisions produced,
manufactured in Wyoming, or supplied by a resi-
dent of Wyoming, quality being equal to articles
offered by the competitors out side of Wyoming.
Successful bidders will be announced within
30 days following each bid opening, and written
contracts shall be executed within 10 days there-
after.
Bids will be awarded to lowest responsible
bidder after application of Wyoming’s resident
preference laws. The Fair Board shall determine
bidder responsibility. The Fair Board reserves the
right to reject any and all bids or parts thereof,
and to waive any informality or irregularity In a
bid.

NOTICE OF PUBLIC MEETING
The City of Newcastle, Wyoming will conduct
a public meeting at 7:45 PM, November 2, 2015,
during the regular Council meeting in the City of
Newcastle Council Chambers. The purpose of the
meeting is to allow citizens to review and com-
ment on the following project: Newcastle Madison
Well, Level II Study Drilling, Construction and
Testing of the Newcastle No. 5 Well.
The City of Newcastle intends to use funds
from the Wyoming (Clean Water and/or Drinking
Water) State Revolving Loan Fund adminis- '
tered by the Wyoming Office of State Lands and
Investments. The City and the project consultant,
Wester-Wetstein Associates, Inc., will present
the preliminary design Of the proposed project
and discuss the estimated cost of the improve-
ments. Based on current estimates, the City of
Newcastle plans to borrow $290,000 from the
Wyoming (Clean Water and/or Drinking Water)
State Revolving Loan Fund at 2.5% Interest for
20 years or a payment of $18,440 per year for
20 years. The expense, of repayment Of the loan
was already figured into the recent 20% increase
in the Water rates. A preliminary plan Of the
improvements and estimates can be reviewed
at the City Engineers office at 10 West Warwick,
Newcastle Wyoming or at the Office of Wester-
Wetstein Associates Inc. at 605 Plaza Ct.,
Laramie, Wyoming. Contact Robert Hartley,
