CITY COUNCIL CHAMBERS
MINUTES ‘
MONDAY, SEPTEMBER 21, 2020
Council President Don Steveson called this
regular meeting of the Newcastle City Council
to order at 7:00 pm. Those present were:
President Steveson; Council member Tom
Voss, Pam Gualtieri, Ann MCCOIIey, Michael
Alexander and Roger Hespe. Also present were
Department Heads Interim Police Chief Sam
Keller, City Engineer Mike Moore, City Attorney
Michael Stulken and Clerk/Treasurer Greg
James.
APPROVAL OF AGENDA: Roger Hespe
moved, seconded Ann McColley tO approve the
agenda as amended, adding Dick and Bonnie
Rich reference car'show. MOTION CARRIED.
APPROVAL OF MINUTES: Ann McColley
moved, seconded Roger Hespe to approve
the minutes Of the regular meeting Of Tuesday,
September 8, 2020 as presented. MOTION
CARRIED.
NOMINATIONS FOR'REQOGNITIONT'H'
Travis Peterson for the care andiupke‘ep Of

CERTIFICATES OF RECOGNITION: will
be mailed to Linda Hunt for her work on the
Stampede Historical interpretation site and
Daren Downs for the purchase and cleanup of
his building on Main Street.
CITIZEN’S BUSINESS—IN WRITING: Melody
Norris presented a letter Of interest to serve on
the Weston County Planning Commission. This
fills the unexpired term of Mr. Matt Ramsey.
Pam Gualtieri moved, seconded AnnrMoColley
to make this appointment. MOTION CARRIED.
CITIZEN’S BUSINESS—VERBAL:
Mr. Dick Rich was present to thank the City
Council for allowing the annual Show & Shine
to be held in Dow Park. He also thanked the
City Crew and Police Dept. for their assistance.
Dick noted there were 165 entries in the car
Show. And 101 sponsors, and all but six from
the local area.
MAYOR/COUNCIL REPORTS: None
SWEARING IN: Roger Hespe noted there
, were several applicants for the Chief position
that the Personnel Committee narrowed to four
for interview. Roger then moved, seconded
Tom Voss to appoint Mr. Samuel Keller, Jr. as
the Chief Of Police for the Newcastle, Wyoming
Police Department. MOTION CARRIED. Mr.
Keller was sworn in by Council President Don
Steveson.
DEPARTMENT HEAD REPORTS:
City Attorney Michael Stulken presented a draft
of an ordinance regarding maintenance, upkeep
and repair Of retaining walls. Consensus was to
move forward with preparing the ordinance for
reading next meeting. Mr. Stulken also reported
on a review of Black Hills Energy‘s franchise
agreement regarding trimming trees. While
it appears the trimming being done is within
industry standards for trimming around power
lines, the belief is the trimming is still exces-
sive. Ann McColley moved, seconded Tom
Voss to have Mr. Stulken draft a letter to Black
‘ Hills Power regarding their contractor and the
tree trimming practices. MOTION CARRIED.
City Police Chief Sam Keller reported on
calls for service. He then asked for approval
to begin the search for two Officers, noting
Office Kellie Moran will be resigning effective
November 1, 2020. Tom Voss moved, sec-
“ onded Pam Gualtieri to approve the request to
-' seek new Officers. MOTION CARRIED.
City Clerk/Treasurer Greg James will present
an updated revenue report the first meeting
. in October. He suggested the Wyoming
Constitutional Amendment on the ballot in
November Should be voted in favor of. It
creates no new taxes and adds no new law,
it merely removes the limit on repairing or
replacing municipal sewer lines.
City Engineer Mike Moore reported on the
l, progress on the water line on Salem Ave. and
a? noted the paving would be done next spring.

" street patching for the next month.

seconded Roger Hespe to suspend the rules

seconded Pam Gualtieri to return to regular
session at 8:14 pm. MOTION CARRIED. Pam
Gualtieri moved, seconded Ann McColley tO
direct the City Attorney to draft a letter rejecting

Of the July 6, 2020 City Council meeting to
reflect a motion was made and passed to
direct Mr. Stulken to write a letter rejecting the
original Offer. MOTION CARRIED.
CLAIMS AGAINST THE CITY: Tom Voss
moved, seconded Ann McColley to pay the
claims against the City dated September 21,
2020. MOTION CARRIED. Torn Voss moved,
seconded Pam Gualtieri to adjourn this regular
meeting of the Newcastle City Council at' p.m.
