PUBLIC NOTICE
Pursuant to the Wyoming Administrative
Procedure Act and the Public Service Commission
of Wyoming’s (Commission) Rules, notice is hereby
given of the Application of Black Hills Power, Inc.
d/b/a Black Hills Energy (BHE or Company) for
authority to implement an Energy Cost Adjustment
(ECA) decrease.
BHE is a public utility as defined by Wyo. Stat.
§ 37-1-101(a)(vi)(C), subject to the Commission’s
jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On July 15, 2020, BHE filed an Application
requesting authorization for a decrease of $0.0004
per kilowatt hour (kWh) to its electric rates through
its ECA, effective September 1, 2020, pursuant to
Commission Rule Chapter Section 26(b), and
in accordance with ECA procedures approved
in Docket No. 20002-75-ER-09. BHE states the
proposed decrease is primarily due to a reduction
in purchased power costs and lower reagent costs.
The savings are partially offset from an increase
in coal costs, other fuel costs, and transmission
related costs. In addition, total-company Long-Term
Wholesale revenue decreaSed. The ECA is calcu-
lated annually based on actual Delivered Energy
Costs for the twelve months ending in May as com-
pared to the base year Delivered Energy Costs,
and includes an over-or-under recovery through
the Balancing Account. The proposed ECA, for all
customer classes, is $00003 per kWh.
The proposed decrease will result in a 0.31%

ASPHALT PULVERIZING AND CONCRETE
CRUSHING 2020 PROJECT AT
NEWCASTLE, WESTON COUNTY, WYOMING
Notice is hereby given that work by Timberline
Services, Inc., PO Box 867, Sundance, WY
82729, for the Asphalt Pulverizing and Concrete
Crushing 2020 project for the City of Newcastle
has been accepted and the final settlement
for payment is to be made per WS 16-6-116 in
consideration of any outstanding financial obliga-
tions. Concerned parties may contact the City
Engineer, City of Newcastle, 10 West Warwick,
Newcastle, WY 82701. Full amount due will
be paid on August 19, 2020. The date of first
Publication is July 9, 2020.

the Commission in writing on or before August
14, 2020. Any intervention request filed with the
Commission shall set forth the grounds of the pro-
posed intervention or request for hearing as well as
the position and the interest of the petitioner in this
proceeding.
