WESTON COUNTY ROAD AND BRIDGE

SUDOKU
The Board of County Commissioners, Weston
County, will be accepting bids for road repair and
supplying and applying dust suppression agents
on County roads in Weston County, Wyoming.
Bids are due by 4:30 p.m. on April 17th, 2015.
Bids will be evaluated at the April 21st, 2015 at
1:00 p.m. commissioners meeting. Each bid
shall be placed in a sealed envelope clearly
marked on the outside with the name of the bid-
der and the words:
"Bid for Weston County Dust Control Project"
Bids must be submitted to:

Bid must be received on or before the date
specified above Bids received after the time
and date listed above will not be considered.
Weston County reserves the right to reject anyor
all bids orwaive'any formality technicalityqr'its

Award of this contract will be based on the
Base Bid total for three bid schedules.
A Bid Bond of 10% is to be submitted with
package.
Bid may not be withdrawn for a period of
Thirty (30) days after opening. It is to be under-
stood that the OWNER may reject any and all
bids, make substitutions and waive any infor-
malities and technicalities as will be in their best
interest.

82834. Creditors having claims against the
decedent or the estate are required to file them
in duplicate with the necessary vouchers, in the

PUBLIC NOTICE
Pursuant to the Wyoming Administrative
Procedure Act and the Wyoming Public Service
Commission's (Commission) Rules, notice is
hereby given that a public hearing has been
scheduled regarding the application of Black
Hills Power, Inc. (Black Hills or the Company),
for a Certificate of Public Convenience and
Necessity to construct the Wyoming portion of
a 230 kV transmission line, which will run from
northeastern Wyoming to the Rapid City, South
Dakota area, including associated substation
modifications. The public hearing will com-
mence on Tuesday, May 12, 2015, at 9:00 a.m.
in the Commission's hearing room located at
2515 Warren Avenue, Suite 300, in Cheyenne,
Wyoming.
Black Hills is a public utility pursuant to W.S.
§ 37-1-101(a)(vi)(C), which provides retail elec-
tric utility service under Certificates of Public
Convenience and Necessity (CPCN) issued by
the Commission.
On July 22, 2014, Black Hills submitted an
application to construct the Wyoming portion of
its Teqk!a.-Osage-Rapid.City 230k transmission
line (lraject),, .The, Project tocatethe:noth',",
east portion of Wyoming andwill inch!/de approxi--
mately 98.5 miles of line constructed between the
Teckla substation located in Campbell County,
Wyoming, to the Osage substation in Weston
County, Wyoming, and then on to the Wyoming/
South Dakota boarder.
The Project begins at the existing Teckla
Substation, approximately 67 miles north of
Douglas, Wyoming, and travels west approxi-
mately three miles along an existing transmission
line route, then north for approximately 19 miles
where it turns east and follows county road and
section lines before turning northeast for approxi-
mately six miles. The Project's route then angles
east to parallel a three phase electrical distribu-
tion line before heading straight east along sec-
tion lines to Wyoming State Highway 116 where
it parallels highway right of way north for approxi-
mately seven miles. At this point, the route gen-
erally travels east on section lines to the existing
Osage Substation. From the Osage Substation,
the Project travels east and north 17.9 miles to
the Wyoming/South Dakota state lines.
All interested persons are encouraged to
attend the public hearing which will be conducted
in accordance with the Wyoming Administrative
Procedure Act and the Commission's Rules and
Special Regulations. Interested persons may
appear and be heard, either in person or through
counsel, as provided by Commission rule.
The Commission's hearings are open to all
