NEWCASTLE CITY COUNCIL
CITY COUNCIL CHAMBERS
MINUTES
MONDAY, MARCH 2, 2015

That has been done and they are just waiting out
the 60 day time period. The commissioners can
either expand the boundaries of the current land-
fi!l district that currently exists or can dissolve that
district and form another district• Most attendees
felt that is was time to "start the county-wide dis-
trict" and that most of the questions have been
answered except those that would need to be
answered by the newly formed landfill district
whenever that takes place•
Police Chief Jim Owens - 1. Reviewed the
February Calls for Service; 2. CSO Douglas is
resigning at the end of April 2015; he does not
currently hold an official letter of resignation
but he requested authority to advertise and hire
once he has her official letter of resignation; Don
Steveson moved and Roger Hespe seconded to
authorize advertisement once the official letter of
resignation is given to Chief Owens. Nay - Steve
Ladwig; Aye - Roger Hespe, Don Steveson,
Linda Hunt, Kara Sweet and Todd Quigley.
MOTION CARRIED. 3. Chief Owens requested
authority to make a conditional job offer to
Michael Vaughn for one of the open police officer
positions• Mr. Vaughn's projected start date is
April 6, 2015. Chief Owens requested a start-
ing wage of between $18.96 to $20.46 per hour
based on qualifications and pending completion
of background checks, MMP, and medical exam.
Linda Hunt moved and Kara Sweet seconded to
approve the recommendation for hire of Michael
Vaughn as presented. MOTION CARRIED
unanimously•
City Clerk/Treasurer- 1. Reported that the
"budget process" for FY 2015-16 is well under
way. 2. She has begun the insurance renewal
process for FY 2015-16 as well. The LGLP (Local
Government Liability Pool) has kept the renewal
rate at the same rate as last year. Premium is
based on the City's annual payroll which would
determine any raise in the premium. Property
insurance and health insurance renewals are
being addressed as well.
At 7:30 Mayor James stopped the regular
meeting to hold a public hearing regarding the
abandonment and vacation of a portion of dedi-
cated Aspen Avenue. Deputy City Attorney Don
Hansen addressed the abandonment and vaca-
tion. He stated that this had been addressed at
the previous Council meeting. Bill and Vicky
Hayman requested the vacation of this portion of
the street for building of their house• They own
the property on both sides of the road (which is
a road on paper only)• Mayor James asked twice
for comment from the public on the abandon-
ment. There was no comment from the public•

Mayor James called the regular meeting of
Monday, March 2, 2015 to order at 7:00 p.m. In
attendance were: Linda Hunt, Mayor James,
Steve Ladwig, Don Steveson, Roger Hespe,
Kara Sweet. Absent: Todd Quigley. Also pres-
ent Department Heads: Deputy City Attorney
Don Hansen, Clerk/Treasurer Charita Brunner,
and Police Chief Jim Owens. Absent: Engineer
Robert Hartley and City Attorney Jim Peck.
Todd Quigley joined the meeting at 7:01 p.m.
APPROVAL OF AGENDA: Mayor James
added two items under Citizens Business in
Writing: #1, the All School Reunion Committee
regarding a parade on July 4, 2015; 2. Disability
Awareness Month Proclamation. Linda Hunt
moved and Don Steveson seconded to approve
the Agenda for Monday, March 2, 2015 as
amended• MOTION CARRIED. Linda Hunt
moved and Kara Sweet seconded to approve
the Minutes of the February 17, 2015 Regular
Meeting as presented. MOTION CARRIED.
CERTIFICATES of APPRECIATION: Mayor
James gave a Certificate of Appreciation to Black
Hills Power for the lights on the bike path toward
the elementary school. Ronnie Hein, Nicole
McFarland and Marsha Nichols were on hand to
accept the certificate.
CITIZEN'S BUSINESS - IN WRITING: 1.
Mayor James addressed the All School Reunion
request for a parade on Saturday, July 4, 2015 at
10:00 a.m. The route was unsure at this time. 2.
Mayor James read a Disability Awareness Month
proclamation for RENEW declaring March 2015
as Disability Awareness Month in Newcastle.
CITIZEN'S BUSINESS - VERBAL - 1. Susan
Powell appeared before the Council to discuss
parking of RV's on City streets. She asked for
clarification regarding what the City ordinances
actually state. Police Chief Jim Owens reviewed
that there are no ordinances "prohibiting" RV's
from being parked on a City street. Mayor James
directed her to approach the Newcastle City
Planning and Zoning Board with her concerns.
MAYOR/COUNCIL REPORTS: - There was
nothing to report from the Council.
DEPARTMENT HEAD REPORTS:
Deputy City Don Hansen - 1. Reviewed
the abandonment of Willow Street that took
place at the public hearing held during the City
Council Regular Meeting on February 17, 2015.
He then read RESOLUTION NO. 5, SERIES

He reported on vandalism at the restroom at the
Newcastle Recreation complex. 2. He reported
that there was a sanitation meeting held in
Osage on Thursday, February 26, 2015 between
the Weston County Commissioners, Weston
Co. Engineer, Weston County Attorney, Osage
Landfill District and Upton as well as he and
Councilwoman Hunt. At this point is sounds like
the majority of the commissioners are in favor
forming a county-wide sanitation district. There
are requirements in the statutes that not less
than 60 days before a resolution to form a district
is signed that the boundaries of the landfill dis-
as presented. MOTION CARRIED unanimously.
Mayor James returned the meeting to regular
session at 7:36p.m.
